Мобилност војних снага као изазов Европске уније у области одбране

Sažetak


У раду је анализирано шта су били покретачи за разматрање и у којој мери је Европска унија унапредила мобилност војних снага у Европи. Мобилност војних снага омогућава ефикасан, благовремен и безбедан транспорт и распоређивање војног особља, наоружања и војне опреме за потребе извођења мисија, операција, вежби или свакодневних активности. Сукоб између Русије и Украјине указао је на хитну потребу да се знатно унапреди мобилност војних снага унутар и изван Уније реализацијом пројеката који се односе на војну мобилност и развојем транспортне инфраструктуре двоструке намене у оквиру транс-европске транспортне мреже. Слободно кретање војних снага у Европи, без икаквих препрека, питање је које има стратегијски значај како за ЕУ, тако и за НАТО. Ипак, закључено је да тренутно стање саобраћајних комуникација није на задовољавајућем нивоу, те у складу с тим ЕУ (и НАТО) предузимају опсежне мере да створе услове за потпуно несметано кретање сопствених војних снага. Закључци у раду изведени су доминантно употребом методе анализе и компаративне методе. Подаци су прикупљани квалитативном анализом садржаја релевантних докумената и изјава, а излагање је претежно хронолошко. У дисциплинарном погледу чланак се темељи на науци о међународним односима, претежно на спољнополитичкој анализи.
