Transformation of the urban planning institutional structure in post-socialist transition: the example of the Sava waterfront in Belgrade

The article researches the transformation of the urban planning institutional structure in the period of the post-socialist transition in Serbia. The goal is to provide an insight into the path of how urban planning has been modified due to structural changes in the socio-economic and political system in the period from 2000 to the present day. The focus of the research is the change in the role and position of institutions in decision-making processes on urban development, and especially the instruments used in those processes. Through a chronological review of the urban plans of New Belgrade blocks on the Sava Quay, several aspects of the planning process are observed: (a) changes in the planned uses of areas, (b) changes in the participation of institutions in the planning process and (c) changes in the instruments used in the planning process. The results of the research show that during the two decades of the post-socialist transition, urban planning was transformed in the direction of: (a) becoming a key instrument for the redistribution of spatial resources in favor of the interests of private capital; (b) the centralization of decision-making - vertically through the expanded influence of higher levels of government, and horizontally by the concentration of power within the group of decision-makers at the city level; and (c) the elaboration of decision-making mechanisms at the very end of the planning process and within a narrow circle of city government institutions, using the institute of amendments.

The Belgrade opus of architect Milutin Jovanović (1930-1941)

Milutin Jovanović belongs to the generation of architects who significantly contributed to the urban and architectural development of Belgrade between the two world wars. However, since there has been no adequate valorization of his creativity, a complete list of his achievements and basic biographical data have remained completely unknown. By reconstructing Jovanović’s works, chronologically systematized data about his movement in the architectural profession was obtained. He began his professional engagement as an assistant at the architectural department of the Belgrade Technical Faculty, and later devoted himself to private practice. During the entire interwar period, Jovanović designed dozens of residential buildings and one hotel, and was also dedicated to other design tasks. He was hired by wealthy representatives of the middle class – merchants, clerks, doctors, entrepreneurs and many others, for whom he designed predominantly representative high-rise residential buildings throughout the central city core. In accordance with the developments on the architectural scene of that time, respecting the requests of the clients, his achievements were in two dominant stylistic directions – academicism and modernism. The discovery of buildings designed in the spirit of modernism is particularly significant, because for a long time it was considered that Jovanović’s main style was academicism. Given the lack of personal legacy and complete historiographical sources, the research was based on studying the fund of the Technical Directorate of the City of Belgrade stored in the Historical Archive of Belgrade. Therefore, this work is the first monographic review of the life and work of the architect Milutin Jovanović.

The billboardization of the city entrances: landscape and reframed identity

The paper investigates the billboardization of the entrance to the city and the impact of this phenomenon on the integrity of the city and its cultural identity. The initial hypothesis is that the accumulation of billboards within city entrances creates visual pollution that causes multiple problems regarding the city's culture, especially when it is located in a protected area. The paper strives to indicate the neglect of this space in the current urbanistic and socio-cultural narrative, and point out the newly formed region of reframed identity through the concept of the image of the city. The research moves through a case study of the Adriatic highway, the Jaz - Kotor section, namely the buffer zone of the protected Natural and Culturo-Historical Region of Kotor, in Montenegro. The aim of the paper is to point out the image of the city and to emphasize this urban space as a factor that disrupts the cultural identity of Kotor.

Canopies at public transport stops in Belgrade: an example of open public micro-spaces in the city

"Micro-spaces" - small-scale public city spaces - represent an important element in the structure of the city both functionally and aesthetically. Due to their small scale, their importance is often overlooked by experts and investors. The paper describes the concept of canopies at public transport stops in Belgrade, which were created in the period from 2007 to the present day. By multiplying the basic type and its variations, a recognizable element of the city image is built. By upgrading the basic project, introducing additional elements from the repertoire of modern design, "green" constructions, "smart" technologies, energy efficiency, etc. this form of urban space would be additionally affirmed and contribute not only to the comfort of users, the creation of the identity of the city and public city transport, but also to general interests such as safety, health and environmental protection.

Architectural triptych in Bigovo

The Bigovo is an architectural complex consisting of three houses in the village of Bigovo on the Montenegrin coast. The houses were designed by architects Vasilije Milunović, Jelena Ivanović Vojvodić, and Verica Krstić. The architecture of the complex is an example of contextual functionalism. The houses are organically unified with terrain and vegetation, and their form and composition are naturally developed from the environment. The authors have made a discreetly modern interpretation of the traditional architecture of this area. The space is open to the sea, and the internal organization allows each room with maximum openness.

Monografija Vojin Simeonović: arhitekta i pilot grupe autora koju čine Ivana Simeonović Ćelić, Milan Milovanović, Ivan R. Marković i Savo Popović objavlјena je 2022. godine. Koristeći se obilјem sačuvane dokumentacije, autori su kroz pažlјivo sistematizovanu i strukturiranu podelu korpusa građe detalјno rekonstruisali životni i profesionalni put arhitekte. Monografija je podelјena na dva glavna segmenta: Vojin Simeonović (1900−1978), životni i radni elan i Graditelјski opus arhitekte Vojina Simeonovića, u okviru kojih su temelјito prikazani i opisani krucijalni događaji za lični razvoj arhitekte, kao i projekti kojima je obeležena njegova uloga stvaraoca u međuratnom i posleratnom periodu.

Međuratna beogradska arhitektura je u permanentom nastajanju bila uslovlјena različitim društvenim, istorijskim, tehničkim, umetničkim, estetskim, ideološkim, političkim i ekonomskim narativima. Nјihovo prožimanje uvelo ju je u polјe diskurzivnih i višeznačnih interpretacija, unutar kojih se razvijala i primenjivala kao društvena praksa. U nastavku se predstavlјa sintezna monografija o srednjoevropskim uticajima na međuratnu arhitekturu Beograda. Pored sveobuhvatne tipološke i stilske analize značajnog dela graditelјske baštine, ova studija osvetlјava važne odrednice beogradskog kulturnog identiteta kroz manifestaciju arhitektonskih uticaja i njihovih tokova u periodu između Dva svetska rata.

My Politics: about the city and other things / Borislav Stojkov

Prof. dr Borislav Stojkov (1941) je vrstan arhitekta, urbanista, prostorni planer. Osim toga, spada među malobrojne ovdašnje stvaraoce koji su se uspešno ogledali i u kritici i esejistici, i koji su medijsku kulturu i svest usvojili kao sastavni deo svog identiteta. Danas, u 83-oj godini života, on aktivno piše i komentariše i ne dozvolјava da „sve ode niz reku“. Ali ni da istruli u jalovom mitu. Mnoštvu kamenčića koje je ugradio u „kuću od reči“ srpskog urbanizma i prostornog planiranja nedavno je dodao još jedan - poseban, autentičan - da nas žulјa i podseća kako je bilo i kako sledeću priliku, ukoliko je bude, ne treba propustiti. Knjiga Moja politika: o gradu i drugom izbor je iz serije tekstova o “fenomenu grada”, analiziranog sa različitih stanovišta - ekonomskog, društvenog, kulturnog, ekološkog, umetničkog, tehnološkog i sl, koje je autor ispisivao u “Politici” od 1975. do 2020. godine u uticajnom kulturnom dodatku (“Kultura – umetnost – nauka”) i drugim rubrikama ovog dnevnog lista.
